Job Summary:
Under general direction, the Accountant III plans, organizes, and manages all financial accounting, revenue collection, budget, payroll, cash management, investment, accounts payable, and debt management operations. Prepares various financial reports. Performs related duties. The Accountant III also serves to advise the Chief Financial Officer and/or City Administrator in financial matters of the City and provides support to the customer service center and municipal court.
Essential Duties and Functions:
• Prepares financial reports and various accounting statements.
• Post journal entries to general ledger and maintains the general ledger
• Allocates expenditures to correct accounts according to departmental procedures.
• Inspects the budget and general ledger for assigned departments and accounts, ensuring that funds are available, and expenditures are assigned correctly.
• Generates summary sheets to be used by supervisor or auditor.
• Sets up new accounts, reconciles accounts, and closes the monthly books.
• Reconciles banks accounts and addresses inquiries from banks.
• Sets up new vendors and verifies vendor file.
• Processes purchase orders and other forms of disbursement in accordance with budget parameters set by the governing body.
• Manages and monitors cash flows to ensure adequate liquidity; opens, closes, or modifies bank accounts as needed.
• Reconciles customer accounts and manages accounts receivable collections.
• Verifies payment of invoices associated with accounts payable and ensures payments are charged to the appropriate accounts.
• Prepares, implements, and manages the City’s annual budget and Capital Improvement Program.
• Manages the annual audit process; provides outside auditors with assistance; gathers necessary account information and documents to perform annual audit.
• Assists as needed with preparation of annual financial reports.
• Files required tax forms with federal, state, and local government agencies.
• As appropriate, coordinates with software vendor to maintain accounting software system; recommends updates to enhance the accounting software.
• Analyzes financial data, making recommendations as appropriate to improve accuracy, efficiency, and to reduce costs.
• As appropriate, identifies and recommends updates to accounting systems and procedures.
• Monitors the financial records of an assigned accounting area.
• Studies costs and trends for assigned accounting area.
• Performs other related duties as assigned.
Knowledge, Skills, and Ability:
• Knowledge of spreadsheets and accounting software.
• Knowledge of bookkeeping practices and procedures.
• Ability to follow verbal and written instructions.
• Ability to type at least 40 words per minute.
• Ability to deal effectively and efficiently with vendors, suppliers, other governmental agencies, and the general public.
• Ability to communicate clearly and concisely both orally and in writing.
• Ability to work a flexible schedule, to include overtime, emergency call back, shift work, nights, holidays, and weekends to accommodate City needs.
• Proficiency in Microsoft Office Word, Excel, and Outlook and familiar with standard office machines.
• Extensive knowledge of general financial accounting and cost accounting.
• Understanding of and ability to adhere to generally accepted accounting principles.
• Highly proficient with accounting software.
• Expect knowledge of general financial accounting and cost accounting.

• Excellent organizational skills and attention to detail.
• Excellent written and verbal communication skills.
Licenses and Certifications Required:
• Certified Local Government Finance Officer Program, Level 1 and Level 2 within two (2) years of employment.
• Possession of or ability to obtain within six (6) months of appointment, membership in GGFOA.
Qualifications:
• Bachelor’s degree in Accounting, Finance, or related discipline required.
• Three to five years of accounting experience required.
• Never been convicted of a felony.
• A citizen of the United States or has obtained legal work status.
• Must pass a detailed background investigation.
• Work evenings, weekends and/or holidays as required.
• Must be able to pass a credit check.
